expungement and diversion 

Hennepin County needs to broaden expungement access and utilize the full extent of expungement law in order to assist with the expedited sealing of low level nonviolent offenses. As County Attorney, I will expand diversion and the use of non-conviction sentences and restorative justice programming, improve diversion support services, particularly for drug use. I promise to support and participate in regular warrant forgiveness days.

Juvenile justice

As County Attorney, I will expand juvenile restorative justice services with a focus on creating connections with supportive adults. We must strengthen family supports and mental health services for young people and improve collaboration between juvenile delinquency and child protection systems. We should limit charging of felonies for 16-17 year olds to avoid public record and advocate for law changes to allow judges to close hearings that are currently automatically public.

End Cash Bail 

As County Attorney, I will adhere to Minnesota law that requires a presumption of pre-trial release, and we will work to reduce the number of people being held in pretrial detention by limiting the practice to cases where there is a clear public safety or flight risk.  I will limit the requesting of bail and advocate for systemic changes to reform our bail system in Minnesota, including limiting the use of fines and fees and advocate for state reforms so we stop punishing people for being poor

STAFFING 

I will commit to diversity in hiring and promotion and create a culture of inclusion. The County Attorney needs to support tough conversations about race and confront all biases including gender and disability bias within the office.  The office should prioritize community involvement for new hires and staff at all levels of the office.

Decriminalize marijuana 

African Americans are 6 times more likely to be arrested for marijuana possession in Hennepin County, despite black and white Minnesotans using marijuana at similar rates. I will work to limit the prosecution of cannabis crimes, especially where racial disparities in enforcement are particularly high and support full legalization.

Police Accountability

As County Attorney I will create a community advisory board to help develop and support policy changes regarding police accountability. This includes creating an independent advisory panel for police use of force cases and establishing a conviction integrity unit to review credible claims of improper convictions.

immigration

It is important that immigrants are able to trust the police and our legal system, because trust and cooperation are essential to public safety. I will protect the Fourth Amendment rights of all of our residents, limit cooperation with ICE, and work to create policies throughout county government that will allow immigrants to trust our local justice system.

Sexual violence prevention

As County Attorney I promise to prioritize sexual violence cases. That means the most talented and experienced prosecutors work on them, they will receive the training they need, and enough attorneys are assigned to adequately handle them. 

I will commission and make public a study of how sexual violence cases are handled in Hennepin County, similar to a recent study in Ramsey County. I will put this data to work in service of promoting transparency and accountability. As County Attorney I will work to enhance victim support services both inside and outside the office and work with domestic violence and sexual assault advocates to ensure we are truly hearing victims and doing all we can to hold perpetrators accountable.

Data and accountability 

It is essential that we share data including demographic and race data, policy, and outcomes in an accessible location and format. This will be a priority for me as Hennepin County Attorney.

Polluters need to be held accountable for their actions. I’m a dedicated outdoorsman and lifelong environmentalist, and I’ll protect our natural resources and using the power of the County Attorney's office to hold poullters accountable across Hennepin County.
